Because the outdated Passenger Vessel Services Act from 1886 still requires foreign-flagged cruise ships carrying passengers between U.S. ports to stop at a foreign port, all Alaska cruises from Seattle must stop at a port in Canada. In episode 94 from the vlog of our August 2019 cruise on the Ovation of the Seas, we’re on our way to Victoria British Columbia for the final stop on our cruise before returning to Seattle.
